March 2005: European Union Computer Security Incident Response Team (CSIRT) Community User Requirements Survey In 2003 the European Commission supported the publication of a Handbook of Legislative Procedures of Computer and Network Misuse in EU Countries for assisting Computer Security Incident Response Teams (known as the ‘CSIRT Handbook’). The CSIRT Handbook matched a commonly used technical classification (‘taxonomy’) of incidents to existing European legislative computer crime frameworks in order to assist communication between CSIRTs and law enforcement representatives. At the beginning of 2005, RAND Europe and Lawfort were asked to update this Handbook to consider the evolving legislative environment since 2003 and the legal situation in the 10 new Member States. In this context we are conducting a survey of technical experts, law enforcement and other interested parties to review the taxonomy, validate the structure and identify types of usage. As a potential stakeholder in this work, we would like to invite you to take the survey and give us your feedback so that the 2005 version will be of greatest use to the community. January 2005: Council for Science and Technology Talking Policy Extensions - Questionnaire The Council for Science and Technology (CST: www.cst.gov.uk) is currently investigating how government could make better use of public engagement and dialogue in developing science and technology policy. This involves examining both activities that directly engage with members of the public and activities that engage organisations that represent sections of the public. CST commissioned RAND Europe to carry out research to inform their deliberations. We are most interested in how public consultation in science and technology grows out of, and feeds into, policy. November 2004: Medical Research Council (MRC) Phase II Web Consultation As part of a wider review of the Medical Research Council’s (MRC) intramural support, the MRC asked RAND Europe to assist in developing ideas on how Units might be assessed in the future. Building on an earlier report that identified the key issues in the current Review process, we have developed five approaches for Unit Reviews. These approaches are described in in a downloadable working paper. The purpose of the paper is to stimulate a debate and wider consultation on the MRC Unit Review process. As such the five approaches are neither predictions nor proposals, but brigade and distil ideas give to us in interviews and other interactions with senior stakeholders and Head Office staff. We will be seeking views on the approaches from three stakeholder workshops, interviews with senior university managers and an open, web-based, consultation.
